Come rain or shine, walking a dog is one of the many responsibilities that comes with pet ownership. In fact, The Kennel Club say that the average adult dog needs at least 30 minutes of exercise each day to stay fit and healthy. But, in rather sad and shocking news, a study by dog food company Forthglade, has revealed that less than half of UK dog owners walk their dog on a daily basis, with the average weekday walk being under 20 minutes long. On the back of that story they said that in Italy it was illegal not to walk your dog. I don't know if that's the case but it sounds a bloody good idea.
Asked how it is policed, they thought that it'd be up to people to shop their neighbours etc!
Well I know two near me who have dogs that I never see out walking so I'd happily get that looked at. Mine gets out twice a day 24/7. Only exceptions being if I'm ill or it's really nasty outside, particularly if dangerously slippy underfoot.

Dogs definitely need to burn daily energy. Never understood the 1mph walk round the block. It’s great to see them so happy, running free, off lead on a big field. The added bonus is he will then 8pm to 10am 👏

The added bonus is he will then 8pm to 10am 👏 My dog's happy, is never off the lead when out and is well satisfied with a couple of 20 or 30min 1 mph trips out per day (gets down the park & Ferry regularly but needs must during the autumn/winter). I feel sorry for the dogs who are run round the block on a short leash at pace. A dog needs time to sniff and explore at his or her own pace. I only like to see then running free and off the lead when they return to call, don't bother other animals or people and out of sight, out of mind, doesn't mean that they can dump anywhere without the need to bag it. Of course, if it's an enclosed field that deals with these issues then that's a bonus. Having said that, this is about poor animals who'd love a walk round the block (more likely by my method than because the owner needs to get it out of the way).

That’s good to hear - I certainly bow down to your far superior knowledge and experience as a dog owner. A very caring one at that. Also agree that dogs need to sniff and explore at their own pace. I just love to finish the walk on the big field (only when alone or with other familiar walkers), completely naked (not me), running so free. My boy loves to run. I don’t let him go too far and always clear all dumps, even those from irresponsible owners 😡. To your original point. My neighbours have two dogs that I have never seen walking the village. Hopefully they get their exercise elsewhere.
