Over the last 2 weeks, the SCB Co Ordinator has requested witness statements from a number of licenced officials who were in attendance at the Eastbourne v Glasgow fixture on Saturday 3rd August, and also has reviewed video evidence from the scenes that happened prior to that fixture.
It has proven that 3 riders, Craig Cook, Claus Vissing and Edward Kennett all Breached Speedway Regulation 3.2.8 which reads -
Any act which is violent, threatening or abusive nature to any official, rider or any other person.
Based on the evidence received and with the support of 2 SCB Officers, the following penalties have been applied -
Craig Cook - SCB Registration suspended for a period of 12 days 12th August - 23rd August 2019
Claus Vissing - SCB Registration suspended for a period of 10 days 12th August - 21st August 2019
Edward Kennett - SCB Registration suspended for a period of 10 days 12th August - 21st August 2019
Neil Vatcher SCB Co-ordinator
DISCUSS PLEASE.

Only seen a very brief clip of incident which only involved Cook and the official . Looked 100% Cook in wrong although I see several there took a different view. Regarding the bans if justified should have been for a specific number of meetings rather than number of days.

Their is a longer clip on the Eastbourne v Glasgow thread a few posts past the original one which shows the original starter for 10 and then everyone joining in. SCB have rightly jumped in which is hardly surprising bearing in mind the SCB manager (Vatcher) was at the meeting. Interesting that some people thought fines would have been more appropriate, bearing in mind the meetings Cook misses, it must be costing him at least 2.5 k and probably more.

LOUIS STATEMENT ON KENNETT BAN (ippo website 12/8/19)
Following the decision by the Speedway Control Bureau yesterday to impose a 10 day ban on Edward Kennett, club promoter Chris Louis has issued the following statement.
“I had not been aware that Edward had been involved in the incident that took place on 3rd August in a fixture between Eastbourne and Glasgow and had also not been notified that any such decision was pending,” said Louis. “The handling of this situation by the SCB has been deplorable and in my opinion requires investigation. However, I agree that such behaviour cannot go unpunished and because of that, we will not be contesting the decision to ban Edward between the dates of 12.08.019 – 21.08.19 inclusive. I have subsequently spoken with Edward who on reflection is regretting his actions and would like to apologise to the club’s fans as he feels he has let them down as he misses Thursday’s meeting.”

Regarding the bans if justified should have been for a specific number of meetings rather than number of days. I have seen short and long videos of this incident and it appeared to me the Flag Marshall was waving flag with one hand and indicating to Cook with his other to stop or go to Cook’s left - there was certainly some confusion and possibly disobedience on Cook’s part. Think Vissing went to defend/assist his teammate Cook once it all kicked off but why Kennett felt the need to get involved is beyond me. Yes inclined to agree with you punishments should have been number of Meetings rather than days to avoid Clubs trying any jiggery pokery with call offs over the next couple of weeks now to enable rearrangements after the bans have expired.

I am surprised the SCB acted so quickly despite Vatcher as you say being at the meeting but pleased they did as think it’s far better to deal with things straight away rather than weeks or in some previous cases months later. I had read the posts suggesting fines as more appropriate but hadn’t fully thought out the cost to the riders involved by loss of earnings until your post so think it’s best left like that now I have more idea of the sum involved.

They are appealing and punishment suspended in the meantime Only for Cook (funny that can’t think why that would be) as the other two had their appeals rejected!
