From Cllr Julie Stevenson of Orton Waterville (27/11/23) - for the non Facebook users: IMPORTANT NEWS: SAVE PETERBOROUGH SPEEDWAYAs part of the ongoing effort to protect Peterborough’s speedway track and team (Peterborough Panthers), Orton Waterville Parish Council is to debate whether it is in the public interest to register the track as an Asset of Community Value (ACV). If the parish council votes in favour of initiating the ACV registration process, it may put a halt to any intentions to destroy the speedway track. What is an ACV? The Localism Act of 2011 created a provision that allows ‘defined community groups’, such as parish councils, to ask their local authority to list assets that meet the relevant criteria as being of ‘community value’. The Localism Act defines an asset of community value if:Its actual or current use (or there is a time in the recent past when its use) furthers the social wellbeing or social interests of the local community, and It is realistic to think that there can continue to be (or it is realistic to think that there is a time in the next five years) non-ancillary use of the asset that would further the social wellbeing or social interests of the local community. The debate will take place between members of the parish council during a meeting of Orton Waterville parish council on Wednesday 29th November 2023. If the decision is taken to register the track as an ACV, the next step will be for the parish council to ask Peterborough City Council to initiate the registration process.

The award of ACV status to a building or piece of land means that, should an owner decide to sell, then the local community will normally be given an opportunity to bid for it on the open market. Elland Road was originally named by the council as one of the city’s ACVs in late 2017, following a previous nomination from LUST. Under the terms of the Localism Act 2011, sites remain on a local authority’s ACV list for five years at a time. LUST’s newly-approved nomination was submitted after the recent expiry of Elland Road’s original listing period. A spokesperson for Leeds City Council said: “The council can confirm that Elland Road has been included in its list of Assets of Community Value following a nomination by the Leeds United Supporters’ Trust. “As is standard procedure, the nomination was carefully assessed by the council according to criteria set out in the Localism Act 2011. “When those criteria are met, as they were in this case, then the building or piece of land in question becomes an Asset of Community Value.” Councillor James Lewis, leader of Leeds City Council, said: “Elland Road is part of the fabric of life in our city, so I’m delighted that it has once again been confirmed as an Asset of Community Value.“As a season ticket holder, I know how much the ground means to all Leeds fans. I was hoping for a win here because every threat of game changing action that we've made has been a damp squib thus far. We're not running, our future, if there is one, is more than a little uncertain whilst AEPG keep plodding along and chipping away towards their main objective.

Did seem a slam dunk to me Rodders. IMO it didn't even need a debate? The only reason that I didn't suggest it when the bloke on the BSF pointed it out was because I didn't understand this: "The award of ACV status to a building or piece of land means that, should an owner decide to sell, then the local community will normally be given an opportunity to bid for it on the open market"Bearing in mind that the owner wants to sell now and the local community couldn't afford it so I couldn't square that circle.

Peterborough Panthers Speedway Supporters Club is launching a new initiative to try to save its team’s stadium from demolition. The fan club, backed by Orton Waterville Parish Council, has said it will mount a bid to have the East of England Showground stadium designated an Asset of Community Value (ACV), offering it extra protection from redevelopment. The club agreed with the parish council at a meeting this week that it’ll fill out the necessary Peterborough City Council (PCC) forms to submit an application to this end as it continues its campaign to save the track. But members acknowledged that demolition works at the stadium have already begun – with a safety fence and roofing removed – although they said that these works are “cosmetic” and that it could hypothetically return to use in under a month. There will be no motorbike racing at the stadium next year, though, as the deadline for entry into the speedway league has passed, and its long-term future remains in jeopardy. This is because the Showground, including the stadium on its grounds, is at an early phase of complete redevelopment.Stadium at risk of redevelopmentPlanning applications have been submitted to build 1,500 new homes on the site as well as a hotel, school and ‘leisure village’. Supporters club members say they want the speedway track to be part of this offering, but developers maintain that this is simply unviable. An ACV can also be compulsorily purchased by the local council.
But ACV status doesn’t mean an asset is definitely protected from redevelopment even if it’s granted – which it may or may not be.
Orton Waterville Parish Council parish councillors raised concerns at their meeting with the Panthers fan club that a PCC staff member had written on social media that it won’t go through. - really? sackable offence, but then again it's the public sector where the sack is just a four letter dictionary word.Cllr Julie Stevenson (Independent, Orton Waterville) said that “whether or not it goes through is not the point”. “We’re going to show good faith and apply," she added. Cllr Stevenson continued that PCC’s head of planning recommended this course of action to the parish council – so it was unclear why this view had been shared online.

Much like the petition that never happened: how to try to save Peterborough Speedway without actually mentioning why you are petitioning and why Peterborough Panthers are under threat, although without a 2024 it's a bit more serious than that!

Can anyone decipher this in plain English in terms of Peterborough Speedway? We urgently need evidence, which we will submit, in two areas to assist our application. 1) whether Peterborough Speedway is or has in the recent past being used to further social wellbeing or the social interests of the local community which is not an ancillary use. 2) whether it is realistic to think that such a use if current may continue in the future or if it was in the recent past may occur at a time in the next five years. Wonder if after today's meeting there will be any news on Peterborough Speedway's application? Assuming that we don't already know? I doubt PCC will go near it? Any rebels would soon have their individuality and free thinking kicked out of them. I'm not sure where such an AVC sits within this review anyway? My understanding of it is that the cash strapped PCC is just looking for things to sell, which I can't see is relevant in our case? The only thing that the process does is knacker the progress of anything with in the system with "asset" in the title

The council will support the development of new cultural, leisure, tourism and community facilities, especially if: it will help to improve the range, quality, and distinctiveness of facilities that the city and surrounding areas have to offer; it improves access by sustainable transport modes to such facilities; and it will help to promote the image of Peterborough and attract more visitors.
If you've listened to anything from Butterfield then you'll have noticed that this is the narrative that he pushes!
Existing Culture, Leisure, Tourism and Community Facilities
The loss, via redevelopment, of an existing culture, leisure, tourism or community facility will only be permitted if it is demonstrated that:
k. The facility is demonstrably no longer fit for purpose and the site is not viable to be redeveloped for a new community facility; or
l. The service provided by the facility is met by alternative provision that exists within reasonable proximity: what is deemed as reasonable proximity will depend on the nature of the facility and its associated catchment area; or
m. The proposal includes the provision of a new facility of a similar nature and of a similar or greater size in a suitable on or off-site location.
Their strategy is quite clear as they continue to action item k as best they can and will no doubt site that Chapman's preferred operation covers item l in their opinion.
AEPG don't feel that item m applies to them!

Council considering calls to make Peterborough Panthers speedway stadium protected community asset
An outcome is expected ‘in the weeks to come’
An application to designate the East of England Showground stadium as an Asset of Community Value (ACV) will be considered by Peterborough City Council (PCC).
The bid was made by Orton Waterville Parish Council alongside the Peterborough Panthers Speedway Supporters Club in November last year.
Cllr Julie Stevenson (Independent, Orton Waterville) says the groups’ nomination papers have been accepted by the city council.
If it is, the stadium would be given ACV status for five years, which can be considered when determining planning applications, including as a reason for refusing demolition.
ACV status – if granted – opens other possible options.
These include allowing community groups to bid for assets and compulsory purchase by the local council.
Cllr Stevenson says the parish council and speedway supporters “await the outcome of the assessment in the weeks to come”.
