17. TEAM FORMATS
17. CALCULATED MATCH AVERAGES
Calculated Match Averages (CMA’s) may be either:
a) Established (SR17.1) b) Assessed (SR17.2) or c) Amended (SR17.3).
17.1 ESTABLISHED CMA’s are calculated on a “Rolling” basis and will take account of the number of applicable Meetings & Heats a Rider has taken part in together with Points scored (excluding Bonus Points) in those Meetings / Heats. The applicable Meetings are: Elite League Meetings, excluding the Play-Offs
Premier League Meetings
National League Meetings, excluding the Play-Offs.
NB: (Double) points scored as a TR will count at 50%.
Appearances as a Guest or as an Additional Rider are ignored.
Appearances as a #8 will result in an end of season CMA only.
17.2 ASSESSED CMA’s are given to Riders who:
a) are new to EL / PL racing or transfers between Leagues.
b) fail to achieve a minimum 3.00 actual CMA
c) have to apply for a new GBE Sponsorship due to transferring from the EL to PL if the Riders actual CMA is below the minimum required as a New Entrant.
d) having commenced riding in the EL, fails to achieve an EL CMA, which when converted is below 3.00.
17.2.1 The Assessed CMA's for new Riders to EL/PL racing is:

Category 1: A Rider with an “end of his previous season’s average” in the Polish Ekstraliga or Swedish Elitserien with a CMA of above 6.00:
A 8.01 + 7.00 (EL)
B 7.01 - 8.00 6.00 (EL)
C 6.01 – 7.00 5.00 (EL)
Category 2: A Rider with an “end of his previous season’s average” in the Polish Ekstraliga or Swedish Elitserien with a CMA of 6.00 and below plus ALL other Riders currently riding in any Professional League.
Category 3: Other Riders including those that have not qualified or been selected (excluding nomination as a Meeting Wild Card) for the FIM SGP Series during this and the previous 2 seasons but not those Riders who have ridden in the National Development League (formerly CL) as an Amateur.
Note: * 4 x USA Riders new to British Speedway each Season at 3.00 (EL) & 5.00 (PL)
17.2.2 Where Riders transfer between Leagues, when a conversion is necessary; the factors shall be:
From EL to PL = divide by 0.6.
From PL to EL = multiply by 0.6.
From PL to NL = divide by 0.6.
All the above are subject to the minimum / maximum converted CMA’s being 3.00 / 12.00.
From NL to PL it shall be 3.00.
17.2.3 Where a Rider has a previous season’s established CMA in either the EL or PL only, then the new Assessed CMA is based upon the appropriate conversion factor (SR 17.2.2).
17.2.4 Where a Rider has a previous season’s established CMA in both the EL & PL as a result of transferring Clubs during the previous season or has an established EL & PL CMA in the current season due to transferring Clubs, then the higher of the converted CMA (as per SR 17.2.2) or established CMA will apply.
17.2.5 Where a Rider has a previous season’s CMA for both EL and PL CMA due to being a Doubling-Up Rider, then the EL CMA will apply if transferring to the EL.
17.2.6 Where a Rider has a 2010 PL CMA and a 2009 EL CMA due to transferring Clubs before the 2010 season, then the EL CMA will apply if transferring to the EL.
17.2.7 Where a Rider has a 2010 EL CMA and a 2009 PL CMA due to transferring Clubs before the 2010 season, then the PL CMA will apply if transferring to the PL.
NB. An EL Rider with a CMA between 5.00 and 6.00 must be circulated as available to other EL Teams and only when not being required can join a PL Team.
17.3 AMENDED CMA’s may be either Established or Assessed CMA’s that have been amended with the Approval of the BSPA GC or MC for EL & PL Riders who have:
a) been absent from British League racing for more than 3 seasons (NB. The CMA may be increased or decreased).
b) been absent for more than 1 full season due to injury.
17.4 The BSPA are responsible for the calculation, production and circulation of individual Rider’s (CMA’s).
17.4.1 At the end of each Season the BSPA will produce a Listing of all Riders who have competed in British Speedway during that season and following approval and/or amendment at the BSPA AGM’s these CMA’s (i.e. excluding Bonus Points but including other allowances) will be the Riders CMA for the start of the following Season.
17.4.2 These CMA’s will remain effective for Team Building, Team Positioning, Facilities, Rider eligibility for Heat 15 etc. until new CMA’s becomes effective.
17.4.3 Updated EL & PL CMA’s will be calculated (see SR17.4) on all eligible Meetings up to and including 23rd of each month and issued to become effective from 1st of the following month.
17.4.4 A Rider starting the season with an Assessed CMA will have a new Established CMA upon completing 4 Home and 4 Away fixtures, which becomes effective 7 days after the last qualifying Meeting. Should this not be achieved in order to be effective from 1st May, then the MC will issue a revised CMA.
17.5 NL CMA’s will be issued when a Rider has completed 3 Home and 3 Away Meetings that will be effective 7 days after the last qualifying Meeting.
17.5.1 A NL “Emergency Riders” list, showing Riders that may be used to replace any Missing Rider for whom “No Facility” is available. These Riders will be given an Actual CMA after completing 6 Meetings.
17.6 TEAM DECLARATIONS
Teams must declare their Team prior to the start of the Season. Changes must be made at least 72 hours before the Start Time of the Meeting at which it is intended to be used.
17.6.1. In any declaration where 2 or more Riders hold an identical CMA (i.e. cannot be determined by a 3rd or more decimal point) then the (re) Declaration must nominate the hierarchical order except that where Riders have a previous CMA then the higher placed Rider from the previous issue shall retain the higher position.
17.6.2 No Rider with an assessed CMA may be removed from a Team.
17.6.3 A Rider in a Team's declared 1 - 7 at the end of the previous Season and not included in the new Seasons initial declaration may not be subsequently re-introduced without the express permission of the MC.
17.6.4 No Team changes will be allowed after 12th September with the effective date being 15th September, except for Riders returning to the Team after injury.
17.6.5 The BSPA MC shall monitor all proposed moves and have the sole responsibility to approve all (re-) Declared Team Line-Ups having been satisfied they are in the best interests of the sport.
17.7 An ELITE LEAGUE Team’s initial Declaration must not exceed 40.00 points.
17.7.1 It must also not exceed 40.00 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.7.2 The initial Declaration can only include one Rider with a CMA over 8.00 and may include 2 pairs of “Doubling-Up Riders” and a #8, all of whom at the time of (re)declaration must be in a Premier League Declared 1 - 7. All Doubling-Up Riders must have an established PL CMA.
17.7.3 The CMA of #8 must not exceed that of the lowest declared Rider’s CMA and must have a final previous Season’s PL CMA of 9.00 or less. The #8 Rider may only be re-declared once each season, except if due to long term injury or retirement and the Rider has been removed from the PL Team’s declaration.
17.8 A PREMIER LEAGUE Team’s initial Declaration (see also SR13.1.4) must not exceed 42.50 points.
17.8.1 It must also not exceed 42.50 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.9 A NATIONAL DEVELOPMENT LEAGUE Team’s initial Declaration will consist of a squad of 8 Riders, of whom the highest 7 Riders by CMA must not exceed 40.00 points with the 8th Rider’s CMA not exceeding that of the lowest Rider in the top 7.
17.9.1 It must also not exceed 40.00 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.9.2 Team Declarations may include:
17.9.2.1 Any Rider with a PL CMA of 6.00 or below at the start of the Season, provided they are not in a declared PL 1 – 7.
17.9.2.2 Any current PL Rider under 25 years-old with a CMA of 5.00 or below at the start of the Season.
17.9.2.3 Only one Rider over 30 years old, unless that Rider continues to ride for the same team as in the previous season.
17.9.3 All Riders must hold a UK Passport or have UK Patriality.
17.9.4 A Rider taken out of a Team cannot be re-introduced into that Team within 14 days.
17.9.5 Where a Rider has both a previous PL & NL CMA, the highest will apply.
17.9.6 Where a Rider is declared in both a PL & NL Team, then if the NL Team pays a Loan Fee, the NL Team shall have 1st call on the Rider, otherwise the PL Team have priority, except that a PL Rider nominated for the NLRC must appear in the NLRC.
17.9.7 It is mandatory for Riders to appear in the NL 4TT, NL BP & NLRC; Riders will be suspended from their next 2 Home Meetings in contravention, subject to MC confirmation.
18.A TEAM MEETING REGULATIONS[/b
]18 Heat Format Appendix 20 G1 is used for all Elite, Premier & National League & KO Cup Meetings.
18.1 Team Line-Ups must adhere to the following, unless an exception is detailed on the BSPA approval of a Team Line-Up:
a) The Top Rider (by CMA) must ride at #1.
b) The 2nd to 5th Riders (by CMA) can ride in any position 2 – 5.
c) The 6th & 7th Riders (by CMA) must ride at 6 & 7, (Team Manager's discretion).
18.1.1 The Home Team must notify their Opponents of their proposed Line-Ups in writing at least 5 days before the Meeting. The Away Team must respond within 24 hours, in writing of their proposed Line-Up. The Home Promotion must notify the BSPA Office and Meeting Referee of the confirmed Teams at least 3 days before the Meeting.
18.1.1.1 Further changes must be notified to the Opponents (and BSPA Office & Meeting Referee) as soon as they are known.
18.1.1.2 The Team Riding Line-Up cannot be changed from the written notification.
18.1.1.3 A dispute prior to the Start of a Meeting should be resolved 30 minutes prior to the Start by a Ruling (Statement of Fact) from the BSPA MC (or MC Member on behalf of the BSPA MC) or an SCB Officer.
18.1.2 A Team may utilise a "Facility" to cover the absence of a Rider(s) who:
A is on FIM World Speedway Championship duty.
B is engaged elsewhere at a BSPA shared or fee Meeting.
C is recalled with prior notification, by his Federation for compulsory International or National Championship duty.
D has been injured whilst speedway racing, Within 48 hours of the injury occurring, if no evidence is available, a Medical Certificate must be sent to the SCB; failure to do so will result in the mandatory suspension of the Rider’s SCB Registration for the next home fixture. NB. The BSPA MC cannot overrule the suspension.
E is sick or carrying a non-speedway injury for which a Medical Certificate must be supplied to the SCB within 48 hours of the sickness / injury occurring in which case the Rider may only return within 7 days (including his Team’s next home Meeting) with the express permission of the MC. However failure to provide a Certificate will nevertheless result in the mandatory suspension of the Rider’s SCB Registration for the next home fixture. NB. The BSPA MC cannot overrule the suspension.
F has been suspended by the FIM, ACU or SCB.
G is in dispute with his Club, provided that the circumstances have been accepted by the MC, who will determine the Facility and period of the Rider’s inactivity.
H is on FIM Longtrack Championship duty (for the day of the Meeting only; no facility is permitted for practice day).
I being a PL Rider whose own Federation does not have a current Agreement with the BSPA and is competing in another National League or Open Meeting. This will result in the Competitor’s SCB Registration being suspended for 1 (one) season and the Team will be automatically granted be a facility for a maximum period of 28 days, after which it must re-declare.
J is awaiting clearance from the SCB Medical Advisor
K in the NL only, is absence for any reason
18.1.2.1 If the absent Rider has an assessed CMA, then a facility may be granted, but only for a maximum period of 28 days.
18.1.2.2 If the absent Rider has an assessed CMA and is a PL #1 (by CMA) only the RR or #8 facility is allowed.
18.1.2.3. Provided that a Rider has been declared at the start of the Season and MC approval to the Team Declaration has been given then a 28-day facility may be permitted at MC’s discretion.
18.1.2.4 No facility is permitted to replace a Rider, who although included in a Re-declaration has not made an appearance for that Team since being re-declared.
18.1.2.5 If an ACU licensed Rider is nominated or qualified for an FIM Speedway Championship, UEM U-19 Speedway Championship or selected to ride Speedway for Team GB or GB U21, then irrespective of the Rider’s CMA a choice of Guest or Rider Replacement facility is available.
18.1.2.6 If “No Facility” is allowed, then a mandatory Penalty may be applied.
18.2 The actual facility available, a G (Guest; see SR 18.3) or an RR (Rider Replacement facility: see SR 18.4) is shown below:
18.2.1 In the Elite League:
a) Absent #1: G, RR or #8
b) Absent Rider (2 - 5 by CMA): RR or #8
c) More than 1 Absent Rider (1 - 5 by CMA): 1 x RR facility and Guest (or #8) for all others
d) Absent #6 (by CMA): #8 or G or PL G (using Converted CMA)
e) Absent #7 (by CMA): #8 or PL G (with a converted CMA not higher than the #8)
f) Absent #6 and #7 Riders (by CMA): G or #8 (for the absent #6 by CMA) / #8 or PL G (with a converted
CMA not higher than the #8) for the other.
g) Doubling-Up Rider (1 only) the “paired Doubling-Up Rider”
h) Doubling-Up Riders (both in the pair) Facility based upon the lowest Rider’s CMA (which may include
#8 or another Doubling Up Rider)
i) “No Facility”: #8 or PL G (CMA of 6.00 or less).
18.2.2 In the Premier League
a) Absent #1: G or RR
b) Absent Rider (2 - 5 by CMA): RR
c) More than 1 Absent Rider (1 - 5 by CMA): 1 x RR facility and G for all others
d) Absent #6 (by CMA): G
e) Absent #7 (by CMA): NL G*
f) Absent #6 and #7 Riders (by CMA): G (for the absent #6 by CMA) / NL G* (for the other)
g) “No Facility”: NL G*
G*: any Rider eligible for a NL Team but who has never achieved an actual PL CMA of 4.00 or above
18.2.3 In the National League:
a) Absent #1: G (who must be in a NL Line-Up) or RR
b) Absent Rider (2 - 5 by CMA): RR
c) any other Absences: any Rider on the “Emergency List”
18.3 A GUEST RIDER (G) replaces a regular Team Member for the whole Meeting and is permitted only subject to the following:
* Must be in a current Team Declaration
* The Guest’s CMA is the same or lower (see SR 18.3.1) than the Replaced Rider
* A Guest or #8 assumes the position and CMA of the Replaced Rider.
* A Guest Rider in a "double-header" shall count as one Meeting only.
* No Rider who has appeared, or will appear at the Track on which the Meeting is being held within 180 hours before or after the fixture shall ride as a Guest Rider; unless that was a non-official Competition, an FIM or British Championship, a BSPA Shared Event, a NL Meeting held on either a EL or PL Track, is the 2nd part of a Double-
Header Meeting nor if the Guest Rider is either replacing the Home Teams #1 Rider or is a NL Rider being a Guest for Home Team.
18.3.1 In the Elite League the Absent Rider’s established CMA is enhanced by + 5%, (not applicable to an assessed CMA).
18.3.1.1 For a PL Guest or Declared #8; the Rider’s converted CMA (as per SR 17.2.2) will apply, but a Rider whose transfer was subject to SR 17.2.7 will have the EL CMA applied and not the converted CMA, ie. He retains the old EL CMA. The #8 retains the starting CMA when appearing as a declared #8 but not when appearing as a Guest in another Team.
18.3.1.2 Except for an ACU licensed Rider who is not subject to a GBE Sponsorship, is under 23 years old and has appeared in the NL or CL, a PL Rider is restricted to a maximum of 6 Guest appearances in the EL (all official Meetings) per season.
18.3.2 In the Premier League the absent Riders’ established CMA is applicable and the CMA of any Guest must not exceed the absent Riders CMA. A PL Team may utilise an EL Rider as a Guest, using the EL Rider’s converted CMA (SR 17.2.2).
18.4 A Rider REPLACEMENT (RR) Facility, allows the absent Rider’s programmed rides to be shared out between other Team Members (including any Guest Riders), subject to:
* The Rider who by CMA is directly above the absent Rider and all Riders below may take one RR each (NB. a Reserve is not restricted to a single RR ride)
* RR is not permitted in Heat 15.
* Only one position per Team may be declared as RR.
* A Nomination once made cannot be changed.
* A Rider taking an RR ride may be nominated to take a TR ride subject to compliance with SR 18.6
* Another Rider may be nominated as the Team’s Additional Rider, who may take any ride(s) that could have been taken by the absent Rider, for the Meeting provided s/he is;
either that Team’s own declared #8 or
another contracted Rider, not included in a Team's declared 1-7 (in that League) and whose CMA does not exceed that of the declared #8 (EL) or 3.00 (PL/NL).
NB. A Rider may line up more than 6 times without being contracted to that Team).
18.6 A Tactical Ride (TR) ride (this SR is not applicable in PL KOC Competitions):
* is permitted after Heat 4; on the 1st occasion when a Team is 10 or more points in arrears and on a subsequent 2nd occasion when that Team is 12 or more points in arrears and allows a programmed Rider (including a Rider taking an RR) to be nominated as a TR. The TR Rider starts from the Starting Gate and Race points scored are doubled provided s/he finishes ahead of an Opponent. NB a non-finisher is an Opponent.
* can only be taken by a Rider once (but see SR 18.9 d).
* is not permitted in Heat 15.
* a Nomination once made cannot be changed or in a re-run
* a Black & White chequered Helmet Cover must be worn
18.7 Heat 15 is the Top Scorer’s Heat.
18.7.1 Gate Position choice is determined by the outcome of the Coin Toss at the start of the Meeting (see Appendix G1).
18.7.2 Nominations are at the Team Manager’s discretion but once nominated these cannot be amended, except by the Referee should the nomination not conform to the Regulations.
18.7.3 The Home Team Manager will nominate first.
18.7.4 Only “qualified” Riders may be nominated, these must be:
* a top 3 points scorer (exclude any rider who has already taken 7 rides)
NB. 4 x Programmed Rides only, including Bonus Points to count.
* a Rider in the top 3 of that Meeting’s Team (by current CMA)
NB. No Reserve replacements are permitted and in the event of a Rider being disqualified for an offence covered by SR 18.9.2 only the Handicap option may be used. Should a non-disqualified Rider be unable to take part in a re-run (FN) then the place may only be taken by another “qualified” Rider.
18.8 A Rider is subject to both a "minimum" of 3 rides and "maximum" of 7 rides in a Meeting. For the purpose of achieving the "minimum ride rule, "frustrated" rides shall not count, whereas in calculating the "maximum" number of rides taken "frustrated" rides shall count. NB. Neither an N nor N2 counts as a “frustrated” ride.
18.8.1 Where the "maximum number of rides is specified, in the case of a Rider (1-5 by CMA), the maximum number of rides includes 4 x programmed rides plus one as a RR and one as the Highest Scorer (or Nominated Rider).
18.8.2 A "frustrated" ride is one, whether programmed or not (i.e., nominated as a Rider Replacement or Reserve Replacement), which results in a disqualification for a Starting Offence or for any reason whatever is unable to take part in a re-run AND is replaced by another Rider. If no replacement is made it is a "compulsory" ride.
18.8.3 In the event the "frustrated" ride is as a result of being nominated as a RR or TR, then it shall nevertheless count as that Riders RR or TR ride.
18.8.4 In order that a Rider takes the "minimum" number of rides, then changes must be made to a Heat Line up, (excluding any nominated or Highest Scorers Heat) or sufficient Heats must start with no replacements.
18.8.5 If a Rider (except those riding under SR 18.2.1 (i), SR
18.2.2 (g) or SR 18.2.3.(c) is prevented as a result of an injury sustained in that Meeting (as confirmed by the CMO), the minimum ride rule will not apply.
18.9 A Reserve Rider, within the maximum permitted rides may, in addition to programmed rides, replace any Rider for any reason as below,
a) Any Rider who is absent, missing or late in arriving
b) Any Rider at the Team Manager’s discretion before a Heat has commenced
c) A Rider disqualified for a Starting Gate offence; see SR 15.3.4 and refer to SR 15.8.1.
d) A Rider in the re-run of a Heat where that Rider was not disqualified and is unable to take part due to injury or damage to his/her motorcycle, in which case assumes the status of the Rider being replaced, e.g. in the same helmet colour, gate position, as a TR (and the possibility of double points), even if s/he has already taken a TR ride.
18.9.1 A Reserve, already replaced in any Heat, cannot be re-introduced for any reason, except in the case of SR 18.9.d.
18.9.2 For a Starting Offence (SR 15.3.4) the Team Manager may order the disqualified Rider to be replaced by a Reserve (starting in the original position) or allow the disqualified Rider, handicapped by 15 metres on the outside gate (4) in the re-run except:
* If as a result of a 2nd or subsequent re-instatement it prevents the above being complied with, the Team Manager foregoes the ability to make a choice – a Reserve Replacement being the only option.
* For a second offence it is a mandatory disqualification with no replacement permitted.
* If the offence is committed by a TR Rider and a Reserve Replacement is chosen, the use of the TR shall nevertheless count as a TR ride i.e. it is forfeited but the Points scored by the Reserve do not count as double.
* as per SR 18.7.4 in Heat 15 (EL & PL) only the Handicap option is available.
18.10 A TEAM CAPTAINS's main duties under these Regulations are to:
* to certify all Team Members have been paid up to date by signing the Meeting Certificate
* be involved with approval of tyres (SR10.23) and with consultations with the Referee (SR 14.9.2).
18B OTHER TEAM MEETINGS
18B.1 ELITE AND PREMIER LEAGUE BEST PAIRS FINAL
18B1.1 Heat Format is as issued by the Supplementary Regulation.
18B1.2 Qualification will be as determined by the BSPA and issued as a Supplementary Regulation.
18B.2 PREMIER & NATIONAL LEAGUE FOUR TEAM TOURNAMENT
18B.2.1 Heat Formats are as detailed in Section 20, Appendix G.
18B.2.2 Qualification will be as determined by the BSPA and issued as a Supplementary Regulation.
18B.2.3 Each Team must include their top 4 (by CMA) Riders, with a Reserve being mandatory.
18B.2.4 There is no compulsory minimum number of Rides that a Rider must take.
18B.2.5 The Maximum rides a Reserve may take is 3 in the Semi Final and 4 in the Final.
18B.2.6 In the event of a tie of 2 or more Teams in the Semi-Final it shall be decided by the Team having the highest number of 1st, 2nd, 3rd, 4th places etc.
18B.2.7 If the result is a tie in the Final there shall be a run-off between one nominated Rider from each Team.
18B.2.7 The TR regulations do not apply.
18B.2.8 In conformity to SR 10.23 PL Teams will be provided with five tyres.
18B.2.9 Starting Gate infringements shall apply.
18B.3 ELITE LEAGUE CHAMPIONSHIP PLAY-OFFS
18B.3.1 All Standard League Meeting Regulations are applicable.
18B.3.2 The Play-Offs will incorporate the top 4 Teams in the Final League Table.
18B.3.3 Meetings are held on a home and away basis.
18B.3.4 The highest placed Team will have 1st choice of Opponents and Leg (in both the Semi Finals and Final) with the highest placed remaining Team having the next choice.
18B.5 GOLDEN HEAT RULES
18B5.1 In a series of Golden Heats the 1st Team to secure a Heat Advantage is the Winning Team.
18B5.2 Each Team Manager will nominate Riders for 3 additional Heats, using different Riders in each Heat (only if nominations are required for further Heats may the same Riders be nominated).
18B5.3 The Team winning the toss of a coin has the choice to either nominate 2nd or choose Gate position; in subsequent heats this alternates.
18B5.4 If after 3 additional Heats no Team has gained a Heat Advantage, the nominations shall continue, but only one Heat at a time and with a toss of the coin for every Heat; the winning team may either choose the Gate Positions or nominate 2nd.
18B5.5 Riders may only appear once in every group of 3 additional Heats.
18B5.6 If a Team is reduced to less than 6 Riders then the lowest scoring Reserve (#6 or 7) may be used to take additional rides.
18B5.7 Replacements are not permitted for any Gate/Time offence; 15-metre handicap only

Calculated Match Averages (CMA’s) may be either:
a) Established (SR17.1) b) Assessed (SR17.2) or c) Amended (SR17.3).
17.1 ESTABLISHED CMA’s are calculated on a “Rolling” basis and will take account of the number of applicable Meetings & Heats a Rider has taken part in together with Points scored (excluding Bonus Points) in those Meetings / Heats. The applicable Meetings are: Elite League Meetings, excluding the Play-Offs
Premier League Meetings
National League Meetings, excluding the Play-Offs.
NB: (Double) points scored as a TR will count at 50%.
Appearances as a Guest or as an Additional Rider are ignored.
Appearances as a #8 will result in an end of season CMA only.
17.2 ASSESSED CMA’s are given to Riders who:
a) are new to EL / PL racing or transfers between Leagues.
b) fail to achieve a minimum 3.00 actual CMA
c) have to apply for a new GBE Sponsorship due to transferring from the EL to PL if the Riders actual CMA is below the minimum required as a New Entrant.
d) having commenced riding in the EL, fails to achieve an EL CMA, which when converted is below 3.00.
17.2.1 The Assessed CMA's for new Riders to EL/PL racing is:

Category 2: A Rider with an “end of his previous season’s average” in the Polish Ekstraliga or Swedish Elitserien with a CMA of 6.00 and below plus ALL other Riders currently riding in any Professional League.
Category 3: Other Riders including those that have not qualified or been selected (excluding nomination as a Meeting Wild Card) for the FIM SGP Series during this and the previous 2 seasons but not those Riders who have ridden in the National Development League (formerly CL) as an Amateur.
Note: * 4 x USA Riders new to British Speedway each Season at 3.00 (EL) & 5.00 (PL)
17.2.2 Where Riders transfer between Leagues, when a conversion is necessary; the factors shall be:
From EL to PL = divide by 0.6.
From PL to EL = multiply by 0.6.
From PL to NL = divide by 0.6.
All the above are subject to the minimum / maximum converted CMA’s being 3.00 / 12.00.
From NL to PL it shall be 3.00.
17.2.3 Where a Rider has a previous season’s established CMA in either the EL or PL only, then the new Assessed CMA is based upon the appropriate conversion factor (SR 17.2.2).
17.2.4 Where a Rider has a previous season’s established CMA in both the EL & PL as a result of transferring Clubs during the previous season or has an established EL & PL CMA in the current season due to transferring Clubs, then the higher of the converted CMA (as per SR 17.2.2) or established CMA will apply.
17.2.5 Where a Rider has a previous season’s CMA for both EL and PL CMA due to being a Doubling-Up Rider, then the EL CMA will apply if transferring to the EL.
17.2.6 Where a Rider has a 2010 PL CMA and a 2009 EL CMA due to transferring Clubs before the 2010 season, then the EL CMA will apply if transferring to the EL.
17.2.7 Where a Rider has a 2010 EL CMA and a 2009 PL CMA due to transferring Clubs before the 2010 season, then the PL CMA will apply if transferring to the PL.
NB. An EL Rider with a CMA between 5.00 and 6.00 must be circulated as available to other EL Teams and only when not being required can join a PL Team.
17.3 AMENDED CMA’s may be either Established or Assessed CMA’s that have been amended with the Approval of the BSPA GC or MC for EL & PL Riders who have:
a) been absent from British League racing for more than 3 seasons (NB. The CMA may be increased or decreased).
b) been absent for more than 1 full season due to injury.
17.4 The BSPA are responsible for the calculation, production and circulation of individual Rider’s (CMA’s).
17.4.1 At the end of each Season the BSPA will produce a Listing of all Riders who have competed in British Speedway during that season and following approval and/or amendment at the BSPA AGM’s these CMA’s (i.e. excluding Bonus Points but including other allowances) will be the Riders CMA for the start of the following Season.
17.4.2 These CMA’s will remain effective for Team Building, Team Positioning, Facilities, Rider eligibility for Heat 15 etc. until new CMA’s becomes effective.
17.4.3 Updated EL & PL CMA’s will be calculated (see SR17.4) on all eligible Meetings up to and including 23rd of each month and issued to become effective from 1st of the following month.
17.4.4 A Rider starting the season with an Assessed CMA will have a new Established CMA upon completing 4 Home and 4 Away fixtures, which becomes effective 7 days after the last qualifying Meeting. Should this not be achieved in order to be effective from 1st May, then the MC will issue a revised CMA.
17.5 NL CMA’s will be issued when a Rider has completed 3 Home and 3 Away Meetings that will be effective 7 days after the last qualifying Meeting.
17.5.1 A NL “Emergency Riders” list, showing Riders that may be used to replace any Missing Rider for whom “No Facility” is available. These Riders will be given an Actual CMA after completing 6 Meetings.
17.6 TEAM DECLARATIONS
Teams must declare their Team prior to the start of the Season. Changes must be made at least 72 hours before the Start Time of the Meeting at which it is intended to be used.
17.6.1. In any declaration where 2 or more Riders hold an identical CMA (i.e. cannot be determined by a 3rd or more decimal point) then the (re) Declaration must nominate the hierarchical order except that where Riders have a previous CMA then the higher placed Rider from the previous issue shall retain the higher position.
17.6.2 No Rider with an assessed CMA may be removed from a Team.
17.6.3 A Rider in a Team's declared 1 - 7 at the end of the previous Season and not included in the new Seasons initial declaration may not be subsequently re-introduced without the express permission of the MC.
17.6.4 No Team changes will be allowed after 12th September with the effective date being 15th September, except for Riders returning to the Team after injury.
17.6.5 The BSPA MC shall monitor all proposed moves and have the sole responsibility to approve all (re-) Declared Team Line-Ups having been satisfied they are in the best interests of the sport.
17.7 An ELITE LEAGUE Team’s initial Declaration must not exceed 40.00 points.
17.7.1 It must also not exceed 40.00 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.7.2 The initial Declaration can only include one Rider with a CMA over 8.00 and may include 2 pairs of “Doubling-Up Riders” and a #8, all of whom at the time of (re)declaration must be in a Premier League Declared 1 - 7. All Doubling-Up Riders must have an established PL CMA.
17.7.3 The CMA of #8 must not exceed that of the lowest declared Rider’s CMA and must have a final previous Season’s PL CMA of 9.00 or less. The #8 Rider may only be re-declared once each season, except if due to long term injury or retirement and the Rider has been removed from the PL Team’s declaration.
17.8 A PREMIER LEAGUE Team’s initial Declaration (see also SR13.1.4) must not exceed 42.50 points.
17.8.1 It must also not exceed 42.50 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.9 A NATIONAL DEVELOPMENT LEAGUE Team’s initial Declaration will consist of a squad of 8 Riders, of whom the highest 7 Riders by CMA must not exceed 40.00 points with the 8th Rider’s CMA not exceeding that of the lowest Rider in the top 7.
17.9.1 It must also not exceed 40.00 points when re-declared (permanent or temporary) except where the CMA of the introduced Rider is equal to, or lower than the Rider being replaced.
17.9.2 Team Declarations may include:
17.9.2.1 Any Rider with a PL CMA of 6.00 or below at the start of the Season, provided they are not in a declared PL 1 – 7.
17.9.2.2 Any current PL Rider under 25 years-old with a CMA of 5.00 or below at the start of the Season.
17.9.2.3 Only one Rider over 30 years old, unless that Rider continues to ride for the same team as in the previous season.
17.9.3 All Riders must hold a UK Passport or have UK Patriality.
17.9.4 A Rider taken out of a Team cannot be re-introduced into that Team within 14 days.
17.9.5 Where a Rider has both a previous PL & NL CMA, the highest will apply.
17.9.6 Where a Rider is declared in both a PL & NL Team, then if the NL Team pays a Loan Fee, the NL Team shall have 1st call on the Rider, otherwise the PL Team have priority, except that a PL Rider nominated for the NLRC must appear in the NLRC.
17.9.7 It is mandatory for Riders to appear in the NL 4TT, NL BP & NLRC; Riders will be suspended from their next 2 Home Meetings in contravention, subject to MC confirmation.
18.A TEAM MEETING REGULATIONS[/b
]18 Heat Format Appendix 20 G1 is used for all Elite, Premier & National League & KO Cup Meetings.
18.1 Team Line-Ups must adhere to the following, unless an exception is detailed on the BSPA approval of a Team Line-Up:
a) The Top Rider (by CMA) must ride at #1.
b) The 2nd to 5th Riders (by CMA) can ride in any position 2 – 5.
c) The 6th & 7th Riders (by CMA) must ride at 6 & 7, (Team Manager's discretion).
18.1.1 The Home Team must notify their Opponents of their proposed Line-Ups in writing at least 5 days before the Meeting. The Away Team must respond within 24 hours, in writing of their proposed Line-Up. The Home Promotion must notify the BSPA Office and Meeting Referee of the confirmed Teams at least 3 days before the Meeting.
18.1.1.1 Further changes must be notified to the Opponents (and BSPA Office & Meeting Referee) as soon as they are known.
18.1.1.2 The Team Riding Line-Up cannot be changed from the written notification.
18.1.1.3 A dispute prior to the Start of a Meeting should be resolved 30 minutes prior to the Start by a Ruling (Statement of Fact) from the BSPA MC (or MC Member on behalf of the BSPA MC) or an SCB Officer.
18.1.2 A Team may utilise a "Facility" to cover the absence of a Rider(s) who:
A is on FIM World Speedway Championship duty.
B is engaged elsewhere at a BSPA shared or fee Meeting.
C is recalled with prior notification, by his Federation for compulsory International or National Championship duty.
D has been injured whilst speedway racing, Within 48 hours of the injury occurring, if no evidence is available, a Medical Certificate must be sent to the SCB; failure to do so will result in the mandatory suspension of the Rider’s SCB Registration for the next home fixture. NB. The BSPA MC cannot overrule the suspension.
E is sick or carrying a non-speedway injury for which a Medical Certificate must be supplied to the SCB within 48 hours of the sickness / injury occurring in which case the Rider may only return within 7 days (including his Team’s next home Meeting) with the express permission of the MC. However failure to provide a Certificate will nevertheless result in the mandatory suspension of the Rider’s SCB Registration for the next home fixture. NB. The BSPA MC cannot overrule the suspension.
F has been suspended by the FIM, ACU or SCB.
G is in dispute with his Club, provided that the circumstances have been accepted by the MC, who will determine the Facility and period of the Rider’s inactivity.
H is on FIM Longtrack Championship duty (for the day of the Meeting only; no facility is permitted for practice day).
I being a PL Rider whose own Federation does not have a current Agreement with the BSPA and is competing in another National League or Open Meeting. This will result in the Competitor’s SCB Registration being suspended for 1 (one) season and the Team will be automatically granted be a facility for a maximum period of 28 days, after which it must re-declare.
J is awaiting clearance from the SCB Medical Advisor
K in the NL only, is absence for any reason
18.1.2.1 If the absent Rider has an assessed CMA, then a facility may be granted, but only for a maximum period of 28 days.
18.1.2.2 If the absent Rider has an assessed CMA and is a PL #1 (by CMA) only the RR or #8 facility is allowed.
18.1.2.3. Provided that a Rider has been declared at the start of the Season and MC approval to the Team Declaration has been given then a 28-day facility may be permitted at MC’s discretion.
18.1.2.4 No facility is permitted to replace a Rider, who although included in a Re-declaration has not made an appearance for that Team since being re-declared.
18.1.2.5 If an ACU licensed Rider is nominated or qualified for an FIM Speedway Championship, UEM U-19 Speedway Championship or selected to ride Speedway for Team GB or GB U21, then irrespective of the Rider’s CMA a choice of Guest or Rider Replacement facility is available.
18.1.2.6 If “No Facility” is allowed, then a mandatory Penalty may be applied.
18.2 The actual facility available, a G (Guest; see SR 18.3) or an RR (Rider Replacement facility: see SR 18.4) is shown below:
18.2.1 In the Elite League:
a) Absent #1: G, RR or #8
b) Absent Rider (2 - 5 by CMA): RR or #8
c) More than 1 Absent Rider (1 - 5 by CMA): 1 x RR facility and Guest (or #8) for all others
d) Absent #6 (by CMA): #8 or G or PL G (using Converted CMA)
e) Absent #7 (by CMA): #8 or PL G (with a converted CMA not higher than the #8)
f) Absent #6 and #7 Riders (by CMA): G or #8 (for the absent #6 by CMA) / #8 or PL G (with a converted
CMA not higher than the #8) for the other.
g) Doubling-Up Rider (1 only) the “paired Doubling-Up Rider”
h) Doubling-Up Riders (both in the pair) Facility based upon the lowest Rider’s CMA (which may include
#8 or another Doubling Up Rider)
i) “No Facility”: #8 or PL G (CMA of 6.00 or less).
18.2.2 In the Premier League
a) Absent #1: G or RR
b) Absent Rider (2 - 5 by CMA): RR
c) More than 1 Absent Rider (1 - 5 by CMA): 1 x RR facility and G for all others
d) Absent #6 (by CMA): G
e) Absent #7 (by CMA): NL G*
f) Absent #6 and #7 Riders (by CMA): G (for the absent #6 by CMA) / NL G* (for the other)
g) “No Facility”: NL G*
G*: any Rider eligible for a NL Team but who has never achieved an actual PL CMA of 4.00 or above
18.2.3 In the National League:
a) Absent #1: G (who must be in a NL Line-Up) or RR
b) Absent Rider (2 - 5 by CMA): RR
c) any other Absences: any Rider on the “Emergency List”
18.3 A GUEST RIDER (G) replaces a regular Team Member for the whole Meeting and is permitted only subject to the following:
* Must be in a current Team Declaration
* The Guest’s CMA is the same or lower (see SR 18.3.1) than the Replaced Rider
* A Guest or #8 assumes the position and CMA of the Replaced Rider.
* A Guest Rider in a "double-header" shall count as one Meeting only.
* No Rider who has appeared, or will appear at the Track on which the Meeting is being held within 180 hours before or after the fixture shall ride as a Guest Rider; unless that was a non-official Competition, an FIM or British Championship, a BSPA Shared Event, a NL Meeting held on either a EL or PL Track, is the 2nd part of a Double-
Header Meeting nor if the Guest Rider is either replacing the Home Teams #1 Rider or is a NL Rider being a Guest for Home Team.
18.3.1 In the Elite League the Absent Rider’s established CMA is enhanced by + 5%, (not applicable to an assessed CMA).
18.3.1.1 For a PL Guest or Declared #8; the Rider’s converted CMA (as per SR 17.2.2) will apply, but a Rider whose transfer was subject to SR 17.2.7 will have the EL CMA applied and not the converted CMA, ie. He retains the old EL CMA. The #8 retains the starting CMA when appearing as a declared #8 but not when appearing as a Guest in another Team.
18.3.1.2 Except for an ACU licensed Rider who is not subject to a GBE Sponsorship, is under 23 years old and has appeared in the NL or CL, a PL Rider is restricted to a maximum of 6 Guest appearances in the EL (all official Meetings) per season.
18.3.2 In the Premier League the absent Riders’ established CMA is applicable and the CMA of any Guest must not exceed the absent Riders CMA. A PL Team may utilise an EL Rider as a Guest, using the EL Rider’s converted CMA (SR 17.2.2).
18.4 A Rider REPLACEMENT (RR) Facility, allows the absent Rider’s programmed rides to be shared out between other Team Members (including any Guest Riders), subject to:
* The Rider who by CMA is directly above the absent Rider and all Riders below may take one RR each (NB. a Reserve is not restricted to a single RR ride)
* RR is not permitted in Heat 15.
* Only one position per Team may be declared as RR.
* A Nomination once made cannot be changed.
* A Rider taking an RR ride may be nominated to take a TR ride subject to compliance with SR 18.6
* Another Rider may be nominated as the Team’s Additional Rider, who may take any ride(s) that could have been taken by the absent Rider, for the Meeting provided s/he is;
either that Team’s own declared #8 or
another contracted Rider, not included in a Team's declared 1-7 (in that League) and whose CMA does not exceed that of the declared #8 (EL) or 3.00 (PL/NL).
NB. A Rider may line up more than 6 times without being contracted to that Team).
18.6 A Tactical Ride (TR) ride (this SR is not applicable in PL KOC Competitions):
* is permitted after Heat 4; on the 1st occasion when a Team is 10 or more points in arrears and on a subsequent 2nd occasion when that Team is 12 or more points in arrears and allows a programmed Rider (including a Rider taking an RR) to be nominated as a TR. The TR Rider starts from the Starting Gate and Race points scored are doubled provided s/he finishes ahead of an Opponent. NB a non-finisher is an Opponent.
* can only be taken by a Rider once (but see SR 18.9 d).
* is not permitted in Heat 15.
* a Nomination once made cannot be changed or in a re-run
* a Black & White chequered Helmet Cover must be worn
18.7 Heat 15 is the Top Scorer’s Heat.
18.7.1 Gate Position choice is determined by the outcome of the Coin Toss at the start of the Meeting (see Appendix G1).
18.7.2 Nominations are at the Team Manager’s discretion but once nominated these cannot be amended, except by the Referee should the nomination not conform to the Regulations.
18.7.3 The Home Team Manager will nominate first.
18.7.4 Only “qualified” Riders may be nominated, these must be:
* a top 3 points scorer (exclude any rider who has already taken 7 rides)
NB. 4 x Programmed Rides only, including Bonus Points to count.
* a Rider in the top 3 of that Meeting’s Team (by current CMA)
NB. No Reserve replacements are permitted and in the event of a Rider being disqualified for an offence covered by SR 18.9.2 only the Handicap option may be used. Should a non-disqualified Rider be unable to take part in a re-run (FN) then the place may only be taken by another “qualified” Rider.
18.8 A Rider is subject to both a "minimum" of 3 rides and "maximum" of 7 rides in a Meeting. For the purpose of achieving the "minimum ride rule, "frustrated" rides shall not count, whereas in calculating the "maximum" number of rides taken "frustrated" rides shall count. NB. Neither an N nor N2 counts as a “frustrated” ride.
18.8.1 Where the "maximum number of rides is specified, in the case of a Rider (1-5 by CMA), the maximum number of rides includes 4 x programmed rides plus one as a RR and one as the Highest Scorer (or Nominated Rider).
18.8.2 A "frustrated" ride is one, whether programmed or not (i.e., nominated as a Rider Replacement or Reserve Replacement), which results in a disqualification for a Starting Offence or for any reason whatever is unable to take part in a re-run AND is replaced by another Rider. If no replacement is made it is a "compulsory" ride.
18.8.3 In the event the "frustrated" ride is as a result of being nominated as a RR or TR, then it shall nevertheless count as that Riders RR or TR ride.
18.8.4 In order that a Rider takes the "minimum" number of rides, then changes must be made to a Heat Line up, (excluding any nominated or Highest Scorers Heat) or sufficient Heats must start with no replacements.
18.8.5 If a Rider (except those riding under SR 18.2.1 (i), SR
18.2.2 (g) or SR 18.2.3.(c) is prevented as a result of an injury sustained in that Meeting (as confirmed by the CMO), the minimum ride rule will not apply.
18.9 A Reserve Rider, within the maximum permitted rides may, in addition to programmed rides, replace any Rider for any reason as below,
a) Any Rider who is absent, missing or late in arriving
b) Any Rider at the Team Manager’s discretion before a Heat has commenced
c) A Rider disqualified for a Starting Gate offence; see SR 15.3.4 and refer to SR 15.8.1.
d) A Rider in the re-run of a Heat where that Rider was not disqualified and is unable to take part due to injury or damage to his/her motorcycle, in which case assumes the status of the Rider being replaced, e.g. in the same helmet colour, gate position, as a TR (and the possibility of double points), even if s/he has already taken a TR ride.
18.9.1 A Reserve, already replaced in any Heat, cannot be re-introduced for any reason, except in the case of SR 18.9.d.
18.9.2 For a Starting Offence (SR 15.3.4) the Team Manager may order the disqualified Rider to be replaced by a Reserve (starting in the original position) or allow the disqualified Rider, handicapped by 15 metres on the outside gate (4) in the re-run except:
* If as a result of a 2nd or subsequent re-instatement it prevents the above being complied with, the Team Manager foregoes the ability to make a choice – a Reserve Replacement being the only option.
* For a second offence it is a mandatory disqualification with no replacement permitted.
* If the offence is committed by a TR Rider and a Reserve Replacement is chosen, the use of the TR shall nevertheless count as a TR ride i.e. it is forfeited but the Points scored by the Reserve do not count as double.
* as per SR 18.7.4 in Heat 15 (EL & PL) only the Handicap option is available.
18.10 A TEAM CAPTAINS's main duties under these Regulations are to:
* to certify all Team Members have been paid up to date by signing the Meeting Certificate
* be involved with approval of tyres (SR10.23) and with consultations with the Referee (SR 14.9.2).
18B OTHER TEAM MEETINGS
18B.1 ELITE AND PREMIER LEAGUE BEST PAIRS FINAL
18B1.1 Heat Format is as issued by the Supplementary Regulation.
18B1.2 Qualification will be as determined by the BSPA and issued as a Supplementary Regulation.
18B.2 PREMIER & NATIONAL LEAGUE FOUR TEAM TOURNAMENT
18B.2.1 Heat Formats are as detailed in Section 20, Appendix G.
18B.2.2 Qualification will be as determined by the BSPA and issued as a Supplementary Regulation.
18B.2.3 Each Team must include their top 4 (by CMA) Riders, with a Reserve being mandatory.
18B.2.4 There is no compulsory minimum number of Rides that a Rider must take.
18B.2.5 The Maximum rides a Reserve may take is 3 in the Semi Final and 4 in the Final.
18B.2.6 In the event of a tie of 2 or more Teams in the Semi-Final it shall be decided by the Team having the highest number of 1st, 2nd, 3rd, 4th places etc.
18B.2.7 If the result is a tie in the Final there shall be a run-off between one nominated Rider from each Team.
18B.2.7 The TR regulations do not apply.
18B.2.8 In conformity to SR 10.23 PL Teams will be provided with five tyres.
18B.2.9 Starting Gate infringements shall apply.
18B.3 ELITE LEAGUE CHAMPIONSHIP PLAY-OFFS
18B.3.1 All Standard League Meeting Regulations are applicable.
18B.3.2 The Play-Offs will incorporate the top 4 Teams in the Final League Table.
18B.3.3 Meetings are held on a home and away basis.
18B.3.4 The highest placed Team will have 1st choice of Opponents and Leg (in both the Semi Finals and Final) with the highest placed remaining Team having the next choice.
18B.5 GOLDEN HEAT RULES
18B5.1 In a series of Golden Heats the 1st Team to secure a Heat Advantage is the Winning Team.
18B5.2 Each Team Manager will nominate Riders for 3 additional Heats, using different Riders in each Heat (only if nominations are required for further Heats may the same Riders be nominated).
18B5.3 The Team winning the toss of a coin has the choice to either nominate 2nd or choose Gate position; in subsequent heats this alternates.
18B5.4 If after 3 additional Heats no Team has gained a Heat Advantage, the nominations shall continue, but only one Heat at a time and with a toss of the coin for every Heat; the winning team may either choose the Gate Positions or nominate 2nd.
18B5.5 Riders may only appear once in every group of 3 additional Heats.
18B5.6 If a Team is reduced to less than 6 Riders then the lowest scoring Reserve (#6 or 7) may be used to take additional rides.
18B5.7 Replacements are not permitted for any Gate/Time offence; 15-metre handicap only
